one or more company license types to your BreEZe account, you must submit a hard

For example, if you have already linked a Private Patrol Operator (PPO)
license to your BreEZe account but want to also apply for a Private Investigator
(PI) license, you must submit a paper PI application to the Bureau. Once the
license is issued by the Bureau, you will be able to link the new license to
your BreEZe online account.

The Bureau’s security guard online licensing system was permanently shut down
on Tuesday, January 5, 2016. Security guards who have utilized the existing
online licensing system and who want to use BreEZe for their future online
licensing activities will need to establish a new user profile and password to
access their license information through BreEZe. New BreEZe accounts can be
established only after BSIS’ transition to BreEZe on January 19, 2016.
In preparation of the Bureau’s transition to the Department of Consumer
Affair’s new BreEZe Online Licensing and Enforcement System (BreEZe), the
Bureau’s current licensing and enforcement systems will be shut down on January
14, 2016 at 5:00 p.m. On January 19, 2016, the Bureau’s transition to BreEZe
will be complete. During the transition period, the Bureau will not carry out
any licensing activities to allow for the successful migration of data from the
current systems to BreEZe nor will it be able to receive complaints.
While the Bureau has taken all steps to minimize the impact of the
transition, there may be slight delays in all license-related processing
activities (applications, renewals, name changes, address change, etc.) as a
result of the down time.
The BreEZe Online Licensing and Enforcement System will be available for use
on January 19, 2016.

The Bureau is responsible for developing examinations to test applicant’s
skills for licensure in California. The development of an examination begins
with an occupational analysis which is a method for identifying the tasks

The OA is only conducted every five to seven years and the
results are very important to the development of the written exams.
Workshops with Repossession Agency (RA) Qualified Managers (QM) have been
held in Sacramento, conducted by the Office of Professional Examination Services
(OPES). As a result of their efforts, a survey questionnaire has been developed
and we invite you to participate in evaluating the 2016 OA as it relates to the
current practice of the Repossession industry. Your response will be combined
with responses of other RA Qualified Manager professionals to determine the
tasks and knowledge needed for independent practice. Your individual responses
will be kept confidential.

Subject: Adding Calibers to an Existing Firearms Permit
This notice follows up the Bureau’s advisement in June 2016 that it had
suspended the practice of adding a caliber to a current BSIS Firearms
Permit because the process being used was not specified in law.
After extensive analysis of the laws and regulations, the Bureau has
determined that the only legal pathway to add a caliber to an existing firearms
permit under current Bureau law and regulations is for the permit holder to
complete the course of training in the carrying and use of a firearm required
to obtain an initial firearm permit, as prescribed by, Title 16, Division 7,
Section 635 of the California Code of Regulations.
Specifically:
⦁
Completion of at least 8 hours of classroom instruction on the carrying and use of a firearm,
⦁
Passing a Bureau-approved written firearm exam with a minimum score of 85%, and
⦁
Discharging 50 rounds a minimum of two (2) times,
one (1) round for practice and one (1) round for score.
Pursuant to Business and Professions Code sections 7583.2(f) and 7599.40,
the Bureau has developed the Certificate of Proficiency in Specified Caliber(s)
and Request for Replacement Permit form.

is a reminder that as of September 1, 2016 the Bureau of Security and
Investigative Services (Bureau) will only accept the newest versions of Firearms
Permit Initial Application and Firearms Permit Renewal Application
from applicants applying for an initial firearms permit or renewing a current
firearms permit.
The
Bureau will accept requalifications to renew a firearms permit which were
completed prior to September 1, 2016 on the prior version of the form, but
requalifications completed after September 1st will need to be submitted on the
new application form.

This is a reminder that all firearm requalifications completed on or after September 1, 2016 to renew a firearms permit must be completed on the new Firearms Permit Renewal Application (rev. 5/2016) form. The Bureau will continue to accept and process renewal requalifications that were completed prior to September 1, 2016 on the Application for Firearms Permit (rev. 11/2014) form. As such you may be submitting a firearms permit renewal with a portion of the requalifications on the old form and a portion on the new form.
By law, a Firearms Permit Renewal Application must be submitted at least 60 days before the expiration date of the permit. However, the renewal application should not be submitted sooner than 90 days before expiration. The Bureau encourages firearms permit holders to utilize the Department of Consumer Affairs’ online BreEZe system to submit a Firearms Permit Renewal Application for a timelier renewal. NOTE: Completing the BreEZe renewal questions and paying the renewal fee alone DOES NOT renew your Firearms Permit. You also must upload a scanned copy of the Firearms Permit Renewal Application with the BreEZe renewal transaction.

Operator Qualified Managers
The Bureau is currently recruiting Alarm Company Operator Qualified Managers
to participate as subject matter experts (SME) in the Occupational Analysis
Workshops scheduled for November 17-18, 2016 and January 25-26, 2017.
In the November workshop, SMEs will work to finalize the task and
knowledge statements compiled in the telephone interviews and
develop a questionnaire for distribution.
In the January workshop, SMEs will work to review the results to the questionnaire.
The results are then used to update the description of the Alarm Company

As you know, the Bureau is responsible for developing examinations to test
applicant’s skills for licensure in California. The development of an examination
begins with an occupational analysis which is a method for identifying the tasks
performed in a profession and the knowledge, skills, and abilities required to perform the job.
The OA is only conducted every five to seven years and the results are
very important to the development of the written exams.
Workshops with Alarm Company Qualified Managers (ACQ) have been
held in Sacramento, conducted by the Office of Professional Examination Services
(OPES). As a result of their efforts, a survey questionnaire has been developed and
we invite you to participate in evaluating the 2017 OA as it relates to the current
practice of the Alarm industry. Your response will be combined with responses
of other Alarm Company Qualified Manager professionals to determine the tasks

What is it: Occupational analysis workshops serve as focus groups to provide subject matter expert input regarding survey design and analysis of the survey results. The purpose of the pre-survey workshop is to review and modify the tasks and knowledge statements developed from interviews conducted with SMEs. In addition, participants will write new task and knowledge statements as needed. After the survey data is collected, workshops are conducted to evaluate the results of the occupational analysis questionnaire and determine cut off values for keeping or eliminating tasks and knowledge so that only critical statements remain. These critical statements will then be linked together to construct the examination outline. Throughout this process information will be gleaned to identify and develop terminology and reference lists regarding the profession

In response to the recent regulatory changes, the Bureau issued letters to Firearms Training Facilities notifying them that the Bureau updated the Firearms Permit Initial Application Form and the Firearms Permit Renewal Application Form. The new forms (June 2017 revision date) are on the Bureau’s website. The Firearms Permit Initial Application (Revised June 2017) can be found at

Effective September 1, 2017, the new application forms must be used to document any firearms training completed by an individual seeking an initial firearms permit or range qualifications completed by an individual for the purpose of renewing a Firearms Permit.

Subject: Important Firearms Application Update to BreEZe
Please be advised that effective the evening of September 13, 2017, the ability to submit BSIS initial and renewal Firearms Permit applications as well as Add Caliber requests through BreEZe will be discontinued. This discontinuation is needed due to the high number of submissions without the required scan of the signed application form, which creates application processing delays.
The Bureau will process all initial and renewal Firearms Permit applications and Add Caliber requests submitted through BreEZe prior to the point of the BreEZe functions being shut down for these application types.
However, after the shutdown, all initial and renewal Firearms Permit applications and Add Caliber request should be submitted through the mail to P.O. Box 989002, West Sacramento, CA 95798.
Please note that by law a Firearms Permit Renewal Application MUST be submitted at least 60 days before the expiration date of the current permit. Additionally, please read the instructions on the application form closely to help prevent deficiencies in the application you submit.

in Governor and have a revision date of January 2019. Licensees

Security Guards
Incomplete application occurs when there is a missing name, residence address missing if the address of record is a PO Box, date and signature of application, all powers to arrest information not provided, and conviction questions not answered.
Name on application should match the live scan form, or significant delays could occur.
It’s helpful for the live scan form to include the social security number and ATI number.
If an Active Duty Peace Office (ADPO) and applying for a Security Guard license, only need to include the following as proof: a photocopy of the front and back of the peace officer’s identification card to demonstrate peace officer status and a letter from the officer’s current Commanding Officer attesting to the officer’s completion of power to arrest training, a copy of the officer’s Basic or Specialized Basic POST course completion certificate, or the federal equivalent thereof, or a copy of the officer’s POST profile detailing completion of Basic or Specialized Basic training which includes power to arrest training, or the federal equivalent thereof.
If a Veteran and applying for a Security Guard license, only need to include the following as proof: Certificate of Release or Discharge from Active Duty (DD-214) or proof of Military Service.
Firearm Permits - Initial Applications

Range Qualification Form incomplete, such as missing exam score and citizenship verification
If an Active Duty Peace Office (ADPO) and applying for a Firearm Permit: a photocopy of the front and back of the peace officer’s identification card to demonstrate peace officer status and a letter from the officer’s current Commanding Officer attesting to the officer’s completion of firearms training, a copy of the officer’s Basic or Specialized Basic POST course completion certificate, or the federal equivalent thereof, or a copy of the officer’s POST profile detailing completion of Basic or Specialized Basic training, or the federal equivalent thereof, in the use of firearms.

Firearm Permits - Renewal Applications
Range Requalification page incomplete, such as missing exam score and citizenship verification.
Submit renewal applications to the Bureau at least 60 days, but not more than 90 days before expiration.
Private Patrol Operator (PPO) Applications
Missing the required documents to provide on online applications.
Incomplete declarant form, such as missing the hours accumulated, the percentages, or not checking the payroll box.
Missing Social Security Number on Personal Identification Form.
Missing the physical business address on 31B-4 of the application. Sometimes the physical address is missing completely.
Private Patrol Operator (PPO) Insurance
Incorrect Name listed (Name on the Certificate of Insurance (COI) listed with a different name).
Missing PPO insurance number.
Have a retention or Self Insured Retention (SIR) for the general liability insurance policy.
Private Investigator (PI)
Missing the required documents to provide on online applications.
Missing the required Passport photograph.
Missing Social Security Number on Personal Identification Form.
Private Investigator (PI) Insurance
Incomplete declarant form, such as missing the hours accumulated, the percentages, or not checking the payroll box.
Missing the physical business address on 31B-4 of the application. Sometimes the physical address is missing completely.
Alarm Company Operator (ACO)
Missing the required documents to provide on online applications.
Incomplete declarant form, such as missing the hours accumulated, the percentages, or not checking the payroll box.
Out of State Applications need to include the Branch application.
Proprietary Private Security Employer (PSE)
Submitting an online application, but not uploading the hard copy.
An owner is listed as a Responsible Person, but did not submit a Personal Identification Form (PID).
Not submitting a Fictitious Business Name when applicable.
Training Facility Firearms (TFF)/Training Facility Baton (TFB)
Missing instructor information or instructor not eligible.
Personal Identification Form and Live Scan for all officers not complete.
Missing the required documents to provide on online applications.
Training Instructor Firearms (TIF)/ Training Instructor Baton (TIB)
Missing the required documents to attach with the online applications.
Missing qualifying documents.
Repossession Agency
Missing or incomplete corporate documents.
Missing the Personal Identification Document form.
Out of state and Limited Liability Company (LLC) ineligible submission.
